The First Trip of Moses

 And Moses went up unto an elohiym, and Yahweh called unto him out of the mountain, saying, Thus shall you say to the house of Jacob, and tell the children of Israel. Exodus 19:3

I am also going to use two graphics to make sure that we don't miss the times that Moses goes up or comes down the mountain.  We want to see where he goes, who goes with him, and what he has in his hands. Moses went up Mt. Sinai alone and while on the mountain Yahweh spoke to him.  The message is recorded in Exodus 19:4-13.  It appears that while he was still on the mountain Moses called to the elders below and they responded.  During this entire exchange Moses appears to stay on the mountain.

 And Moses went down from the mount unto the people, and sanctified the people; and they washed their garments. Exodus 19:14

Notice that when Moses came down from the mountain that he brought nothing down with him.  Yahweh did not give him any tablets or anything else on this first trip. When Moses returned he immediately began to prepare the people for their upcoming meeting with Yahweh in three days.  He gave a number of instructions for this historic meeting. 

The Second Trip of Moses

And Yahweh came down upon mount Sinai, to the top of the mount: and Yahweh called Moses to the top of the mount; and Moses went up.  Exodus 19:20

Moses travels to the top of the mountain for his second visit with Yahweh, who gives Moses additional instructions concerning the meeting with all the people.

So Moses went down unto the people, and spoke to them.  Exodus 19:25

Notice that Moses did not bring anything down with him on the second trip.  He did not bring down the stone tablets.  Let me also point out that the term "Ten Commandments" hasn't appeared in the biblical text yet.
